LETTER FROM OUR BOARD CHAIR Hello Neighbors Join me in welcoming summer in Colorado and our wonderful neighborhood. As much as I am looking forward to this summer and the neighborhood events we have planned, to mingle, get to know and fellowship with neighbors we have not seen for a while, I am regretful at the same time. I am regretful that I must resign my position as BOD Chair due to health reasons and will focus my time and efforts on recovery. I will not be able serve in my current physical condition and I am asking Vice Chair Falick to present my resignation to the BOD at the next meeting. Having lived in Arapahoe Highlands for the past 32 plus years, Candace and I have loved the friendships and neighborly care that have been an integral part of our enjoyment. We will still be around and participating from a distance (my little bubble) for the duration of this treatment. Thank you all for the support you have given me and our wonderful neighborhood. GOOD AND WELFARE Our neighbor Denise Stone passed away peacefully on May 3, 2025. On Friday May 16, 2025 a funeral mass will be said for her at St. Mark Catholic Church 9905 Foothills Canyon Blvd. Highlands Ranch, CO 80129. The rosary will be said at 9:30am followed by the mass at 10:00am. A luncheon will be served immediately after the mass in the basement of the church.

Homeowners who have paid dues = 65. Just deposited the last batch of checks. A few checks for the 2024 holiday party were recently cashed so A. Wolf will update the budget to reflect these charges.
We don’t currently have an approved budget. Proposed budget reviewed and will have $130 leftover, assuming we receive the City of Centennial grants. Grants are $500 each. Need two different homeowners to apply for the grants. Dumpster Days and Fall Festival were the 2 events we spent the grant money on last year. Motion from M. Masters to accept the proposed budget with second from A. Falick. Unanimously passed. |

CENCON |
ACC- No recent requests by homeowners for ACC approvals. Andi Zuber volunteered, along with Robert Bloom for the two remaining ACC positions. A. Falick will Chair. Motion to approve from M. Masters, second by A. Falick. Unanimous approval. Hospitality- New neighbors have moved into 1627 E. Jamison Place. D. Younglund is trying to meet these neighbors and provide a plant to welcome them to the neighborhood. Additionally, Hospitality sent out 3 plants to 3 of our neighbors. Membership- So far 65 homeowners have paid dues versus 45 last year. Membership forms are being reviewed for comments. There was a discussion regarding if the AHCA is no longer allowed by the City of Centennial to hire-out someone to plow our neighborhood streets during a big snowstorm, and how this could impact our membership. The City has stated that the priority is to plow emergency routes first, then school routes, then secondary streets followed lastly by the remaining streets. A. Graves volunteered to further investigate the neighborhood snowplow issue. Activities- no new information. Decision made to wait until after Dumpster Days to address the activities that no one has volunteered to Chair. Budget- refer to previous discussion. ACCORD/CENCON- name has been changed to CENCON and dues are now $50 annually. L. Wiethorn is currently the AHCA representative on CENCON. Centennial Mayor, Stephanie Piko, is term limited, and the Mayor Pro Tem is District 3 Council Member Mike Sutherland. He will serve from March 4, 2025 to January 6, 2026. The City’s budget was described in detail at both the CENCON meeting and the District 1 meeting. The CENCON minutes will be posted to the AHCA website. |

Dumpster Day– (June) A. Wolf volunteered to lead and proposed holding this on June 7 and 8th. Typically have two dumpsters and a woodchipper from 9am to noon. Chipper is charged per hour, so suggestion made for neighbors to drop off brush then chipper arrives. Volunteers manning the table will need to organize the brush to keep it off the property of neighbors adjacent to the chipper. Scrap metal will also be collected.
In 2025 there will be one dumpster available from 9am to noon and then 1pm to 3pm on Saturday, June 7, on Williams between Jamison Ave and Dry Creek Place (may resume later if wood shipper has not finished). A second dumpster will be available from 9am to 3pm on Sunday, June 8 at the 1600 block of Jamison Ave (or until each dumpster fills up). Neighbors may begin bringing their branches for the wood chipper to Williams between Jamison Ave and Dry Creek Place from 9 am to noon, at which time the chipper will begin operating for approximately one hour. BBQ (June) – open July 4th– C. Moon volunteered to Chair/Lead. Ice Cream (August) – held on National Night Out (Tuesday August 5, 2025), need Chair. Fall Festival– (October) open Holiday Party (December) open Discussion revealed that no Garage Sale was held last year. Activities may not be held if no one volunteers to coordinate the activity. |

Call to order: President Whelan called the meeting to order at 6:48pm. President’s Report, C.J.Whelan • Our 28 April meeting will be at Centennial Public Works. The main topic will be the Midtown Centennial Project. • The 19 May meeting will be a week early because of Memorial Day. It will be at the Trails Rec Center. We’ll hear from the Cherry Creek School District. • In April, we have our annual meeting to include Officer elections. Please, contact C.J., if you’re interesed in running for any office. • We’ll be reworking our bylaws & talking about allowing non-association, outside, members. • CAI: I have their montly magazine, it‘s their legal issue. Let me know if you’d like to read it. • In the Denver Post, today, on page 2, there’s an article on the State Legislature‘s new pro-posed HOA legislation. B. Vice President, Community Engagement: Rhonda Livingston • We need to plan a visit to the LPS Epic Campus, Littleton’s “Innovation Campus“, on a reg-ular meeting day, if possible. • City Council will have a legislative update on 1 April during the Council dinnertime, 5pm (not public). • On 4/26, the City will sponsor an electronic recycling event at the Centennial Civic Center. C. Secretary, Andrea Suhaka was not present, in person. D. Treasurer, Jill Meakins • We have $1,145, at the end the year. This is the first time we we haven’t overspent our bud-get. Our field trip was much cheaper than previous years. Six members paid dues so far. Dues are due by April 1! 3. Centennial Government and Special Districts A. 18th Judicial District, Jamie Sorrells and District Attorney Amy Padden • Amy Padden was not able to attend. • April is National Sexual Violence Awareness Month. We have dedicated prosecutors for this issue. o On the first Tues., we request that folks wear the color teal in support. The Board of County Commissioners (BoCC) passed a proclamation on it • We‘ll be doing an event for senior citizens similar to the Senior Safety Summit, with the ACSO. The date is TBD. • Colorado is the state with the highest amount of mailbox theft. The only safe place to mail your tax return is inside the post office! That’s where you should mail any-thing needing some safety. • The safest way to make a payment, if your card has a chip, is to tap but, criminals can still steal your chip info. B. South Metro Fire Rescue, Kristin Eckmann • Station 15 is very close to being finished. Fire personnel will occupy the building in next 2 weeks. They’re going over the punch list now. • An Open House will be held in the June/July time frame. • Personnel are going to D.C., to try to get our 911 people classified as first responders. • We have an aircraft fire training center at Centennial Airport, to be ready for an incident. It’s also open to local & regional folks needing such training. • On 4/23, we chose our new Fire Chief: John Curtis; he was the Deputy Chief of Emergency Services. C. Trails Park & Rec., Ryan Bailey, Asst. Exec. Director • Ryan Bailey wasn’t available so, Chantelle Ericksen presented for him. • On Sat., 12 April, at Piney Creek Hollow Park, TPRD will hold an adult only Easter Egg Hunt. BoCC member Carrie Warren-Gully, County District 1 • Rhonda Fields is the new District 5 Commissioner. • We are looking for citizens for the 1A Resident Advisory Committee to help decide about extra de-bruced money: Roads & infrastructure, public safety, data. You have until the end of next week will choose. • Many of the programs the County runs depend on state & federal funds. We’ve already had to limit what the 18th Judicial Dist. requested. F. City of Centennial, CenCON Council member District 2 Tammy Maurer • Projects o A Colorado Blvd. Open House was Feb. 6 at Newton Middle School. o Preliminary designs to make Colorado Blvd. 2 lanes from County Line to Orchard and then making walk/bike separated from roadway. Anyone who needs more information can go on the website or call me. o The City is considering adding a roundabout at Euclid & Colorado Blvd. This is between the fire-house & Arapahoe Rd. on Colorado Blvd. The City has talked with the Newton MS staff & South Metro Fire and they are okay with it. No schedule has been set. o Arapahoe Rd. sidewalk infill project. It will add missing sections from Havana to Parker Rd. This includes replacing the wood wall along Algonquin Acres. o The Lone Tree Creek Trail project will go under Arapahoe Rd. to the City park & into Cherry Creek State Park. We’re working on design now, with construction to start this fall. • Calendar of known City events o The State of the City, sponsored by Rotary Club, will be held May 13 at Wings over the Rockies Space Flight Exploration Museum on Centennial Airport. The presentation by Mayor Piko will include exit videos for the council members who are termed out at the end of 2025. o The City has a webpage for information on candidates who have submitted their applications to City to run for City Council or Mayor. o District 4 meeting was March 27 at Trails Rec. Center 6-8 pm o April 1 the Large Community Improvement Grants will open. o Aug. 9 will have Centennial Under the Stars, 5-9pm, at the Centennial Center Park. (Artists awards will be given out.) o Aug. 23 will have the Symphony of the Rockies in the Park. RTD and the Fraternal Order of Police finalized 3-year agreement representing agency’s Transit Police. • AI: The City is evaluating the best practices and approach to its use in the City. The City does not want misinformation and, therefore, is looking to be the owner of City information being transmitted through AI. • The City is looking at adding a hotel licensing requirement which would allow ACSO to interface with the 15 hotels in here to make sure they are keeping up with recording license plates of vehi-cles & contact information (managers, regional managers, night staff). ACSO is looking to make this a collaborative effort and not focus on enforcement. • Legislation and bills being proposed o Besides the City of Centennial watching bills being proposed for legislature, Council Member Don Sheehan is keeping tabs on the Colorado Municipal League and Council Member Tammy Maurer with DRCOG. Biggest concerns are taking away home rule powers and unfunded man-dates. 4. Planned Program: A Centennial Budget discussion • City Manager Matt Sturgeon, Assistant City Manager Eric Eddy, Finance Director Jeff Cadiz • Cadiz & Eddy work with a budget team and a budget analyst from May on. They talk to Council in several workshops. • Eric, since 2012: the policy doc that helps to support what the City wants to accomplish & to keep us fiscally responsible • City can’t spend money w/o an adopted budget • Cent Budget Cmte includes 3 residents • City Mnager’s budget goes to Council in Oct. • The City has no debt (no bonds have been passed). 25% of our budget every year has to go into a savings account for just in case. • We don’t have any redlight cameras. • If it’s not too large a file, I’ll attach the slides used for the discussion. 5.
